Purpose of the Role:
The CTLO is a senior executive responsible for transforming and leading the organization’s transport and leasing operations
across the UAE. The role integrates operational excellence with strategic growth, focusing on fleet optimization, innovative
leasing solutions, and market expansion within the mobility ecosystem.
Sector: Semi-Government | Work Location: Dubai or Abu Dhabi
Nationality Requirement: UAE National with Family Book

Core Responsibilities
1. Transport Operations Leadership
• Develop and execute transport strategies aligned with company objectives and UAE market dynamics.
• Oversee multiple transport business units (excluding school), ensuring efficiency, safety, and customer satisfaction.
• Implement technologies for route optimization, dispatch management, and real-time monitoring.
• Ensure compliance with transport regulations and drive fleet optimization and predictive maintenance initiatives.
2. Leasing Operations & Innovation
• Design flexible and competitive vehicle leasing programs (short/long-term, lease-to-own).
• Manage portfolio performance, risk assessment, and revenue generation.
• Establish partnerships with financial institutions and suppliers to strengthen leasing models.
• Drive digital transformation in leasing operations via online platforms and customer interfaces.
3. Business Development & Market Growth
• Identify new revenue opportunities and emerging mobility segments (ride-sharing, logistics, micro- mobility).
• Build partnerships with corporate, tourism, and government sectors.
• Represent the company in industry forums and lead diversification initiatives leveraging existing assets.
• Support digital innovation including Mobility-as-a-Service (MaaS) and customer-centric platforms.
4. Financial & Operational Accountability
• Manage divisional P&L, budgets, and capital investments.
• Ensure financial discipline through forecasting, cost control, and performance reporting to the CEO and Board.
5. Leadership & Culture
• Build high-performing teams across transport, leasing, and business development units.
• Foster innovation, accountability, and a customer-first mindset.
• Drive organizational change and develop leadership succession plans.
Qualifications & Experience
• Master’s/Bachelor’s in Business, Engineering, or Transport Management.
• 10+ years’ senior leadership in transport, fleet, or leasing industries (preferably UAE-based).
• Proven track record in business growth, operational efficiency, and strategic partnership development.
• Experience managing large fleets and deep understanding of UAE regulatory frameworks.
